Looking at history in ways that help us visualize our current problems differently. I'm sure the author intended to make the parallel between the people who today think "drill-baby-drill"as the solution to the energy crisis with those who thought "more ferries" was the solution to transport to and from Manhattan. Here's an interesting fun fact. If every family on earth had a refrigerator, we would not nearly have enough fossil fuels to last a year. BTW - I need to find the source for that quote but it highlights to me that ...."more ferries" and "drill-baby-drill" is the problem, not the solution. I love articles like this.
